All persons who engage in the profession of housemoving on roads and highways of this State must be licensed by the Department of Transportation.
A license issued under the provisions of this chapter is effective for a period of one year from the date of issuance and is renewable on an annual basis. Any person violating the provisions of this chapter is deemed guilty of a misdemeanor and upon conviction must be fined: (a) Not less than one hundred dollars for a first offense; (b) Not less than five hundred dollars for a second offense; (c) Not less than one thousand dollars for a third or subsequent offense.
