A person shall not operate a child-placing agency or solicit or receive funds for the support of a child-placing agency without an unrevoked license issued by the department within the preceding twelve months.
The license shall state the name of the licensee and the particular premises in which the agency may be operated.
A license shall be posted in a conspicuous place on the licensed premises.
A record of the licenses issued by the department under this chapter shall be maintained by the department.
A license granted under this chapter shall be valid for three years from the date of issuance unless the license is revoked in accordance with section 238.10.

Authorized employees of the department of inspections, appeals, and licensing may inspect the premises and conditions of the agency at any time, examine every part of the agency, and inquire into all matters concerning the agency and the children in the care of the agency.
Authorized employees of the department of inspections, appeals, and licensing shall visit and inspect the premises of licensed child-placing agencies at least once every twelve months and make and preserve written reports of the conditions found.
Authorized agents of the local board of health in whose jurisdiction a licensed child-placing agency is located may make inspection of the premises.
A licensee shall provide all reasonable information to inspectors authorized under this chapter and afford the inspectors every reasonable means for obtaining pertinent information.
