Definitions. In this Act: (a) "Department" means the Department of Human Services. (b) "Project HELP" means the Home Environment Living Program. Powers and duties. The Department shall have the power to promulgate rules to effectuate the policies of this Act and shall: (a) administer Project HELP. Agencies. The Department shall endeavor to identify recipients of public assistance who have demonstrated expertise in caregiving.
