Before entering into the contracts, the board of county road commissioners shall determine the charges to be made for snow removal service, which charges shall be sufficient to completely reimburse the county road commission for all expenses of whatsoever nature incurred in the performance of snow removal.
Upon entering into the contract, the board of county road commissioners shall demand and receive sufficient payment from the property owners to fully pay for the services to be rendered for at least 30 days in advance.
