The department of labor and economic growth is the state agency to enter into reciprocal agreements with public educational agencies in other states.

A reciprocal agreement, or a renewal or extension of a reciprocal agreement, entered into by the department of labor and economic growth is not valid until approved by the appropriations committees of the house of representatives and the senate.
The department of labor and economic growth shall annually review all reciprocal agreements to determine the fiscal effects and to correct any imbalances if necessary.
The provisions of this act shall not apply to the university of Michigan, Michigan state university or Wayne state university.
