The library shall succeed to the furnishings, building space, records, files, books, documents, and all other property in the possession of the state library on the effective date of this act.

The department, in consultation with the board, may promulgate rules related to the operations of the library.
The state librarian shall report annually to the governor and to the legislature on the operations of the library and on the progress made in automating the operations of the library.
This act shall not take effect unless Senate Bill No. 201 of the 81st Legislature is enacted into law.
