Department's powers and duties. The Department shall establish a system of licensure for Supportive Residences, in accordance with this Act, for the purposes of:
(a) protecting the health, safety, and welfare of the residents;
(b) protecting the residents' rights; and (c) monitoring and inspecting Supportive Residences to ensure that minimum physical plant standards are maintained. (Source: P.A. 87-840.)
