Upon knowledge of the existence of a plant pest within the state, the commissioner may conspicuously mark all plants, infested areas, materials, and articles known or suspected to be infected or infested with the plant pest. An entity or individual in possession of the premises or area in which the existence of the plant pest is suspected must be notified by the commissioner with prescribed control measures. An entity or individual must comply with the commissioner's control order within the prescribed time. If the commissioner determines that satisfactory control or mitigation of the pest has been achieved, the order must be released.
