To be eligible for reimbursement a county, or in the case of joint county programs, two or more counties, shall first: 1. Establish one or more of the services provided for in NRS 433C.270. In-service training necessary to providing such services shall be proper items of expenditures subject to state reimbursement. 2. Annually submit to the Administrator a plan for proposed expenditures. The Administrator shall review such plan to determine compliance with standards established in this chapter and fix the amount subject to state reimbursement. Existing services may qualify pursuant to the provisions of this chapter for reimbursement upon determination by the county board that such services shall be subject to and administered under the provisions of this chapter.
