The Claims Commissioner shall adopt rules of procedure, not inconsistent with the policy and provisions of this chapter, governing the proceedings of the Office of the Claims Commissioner. The rules shall avoid formal and technical requirements, but shall provide a simple, uniform, expeditious and economical procedure for the presentation and disposition of claims. Such rules of procedure shall not be regulations for the purposes of chapter 54.
