(a) Except as otherwise provided, the Commissioner of Children and Families shall appoint and remove the superintendents and directors of state-operated facilities within the Department of Children and Families. Each superintendent or director shall be a qualified person with experience in health, hospital or children's services administration. (b) Each superintendent or director shall be the administrative head of his or her respective institution or division and shall be responsible for the organization of its work and for the direction and coordination of its various activities. He or she shall appoint all members of the staff subject to the approval of the commissioner and in accordance with the general statutes. (c) Each superintendent or director shall cooperate and coordinate with community programs in establishing the facility's policies and procedures concerning program planning and development, patient admissions, rehabilitation and follow-up services.
