(a) The Commissioner of Consumer Protection, with the advice and assistance of the commission, may adopt regulations, in accordance with chapter 54, relating to the approval of schools offering prelicensing and continuing education courses, the content of such courses and the advertising to the public of the services offered by such schools. Such regulations shall not require approval of instructors at such schools. No school may be disapproved solely because the school's courses are offered or taught by electronic means, and no course may be disapproved solely because the course is offered or taught by electronic means if such course satisfies the requirements established in section 20-314e. (b) The commission or department may exempt any applicant for a real estate broker's license from the requirements concerning experience under the provisions of subsection (d) of section 20-314, if the commission or department determines that such applicant is unable to meet such requirements solely because such applicant has been subjected to discrimination based on race, creed or color, which discrimination interfered with such applicant's ability to meet such requirements.
