1. Moneys appropriated from the general fund of the state to the department for the medical assistance program shall not be used for reimbursement for sex reassignment surgery or associated procedures, including hormone therapy or other medical interventions intended to alter primary or secondary sex characteristics related to an individual’s gender dysphoria diagnosis. 2. This section shall not be construed to prohibit Medicaid program reimbursement for services not described under subsection 1 that are otherwise covered under the Medicaid program. 3. The department of health and human services shall adopt rules pursuant to chapter 17A to administer this section.
