All cattle that are subject to inspection in the state by virtue of any law or regulation, on arrival at any market, shall be inspected by a duly authorized brand inspector, regardless of whether they have been previously inspected at the point of origin, before they are taken to the scales for weighing or are weighed at the market unless the cattle are released by an authorized brand inspector.
