(1) The general assembly hereby declares that: (a) The development of geothermal resources is in the public interest because it enhances local economies and provides an alternative to conventional fuel sources; and (b) The development of geothermal resources should be undertaken in such a manner as to safeguard life, health, property, public welfare, historic geothermal hot springs, and the environment, including wildlife resources; encourage the maximum economic recovery of each resource and prevent its waste; and protect associated correlative rights. (c) Repealed.
