The director of finance shall be the custodian of all moneys appropriated for or received by the department of health from any sources whatso­ever for the purposes of this part and shall deposit such moneys in the fund for children with special health needs. All expenditures and withdrawals from the fund shall be upon warrants issued by the comptroller of the State upon vouchers properly approved by the director of health.
