(a) It shall be unlawful for any person to operate a research facility unless such person has obtained from the commissioner a research facility license. Application for such license shall be made in writing on a form provided by the commissioner. The license period shall be for the license year ending on September 30 following the issuance date. (b) This section shall be part of and supplemental to K.S.A. 47-1701 et seq., and amendments thereto.
