The program under subsection (a) shall have the following objectives:
In carrying out the objectives of the program under subsection (b), the Administrator shall establish an advisory board, which shall be responsible for advising the Administrator with respect to military and deterrence policy requirements related to the activities of the program. Such advisory board shall be composed of the following members:
