Within 180 days after November 10, 1978, the Commission shall establish, in accordance with subsection (b), a Toxicological Advisory Board (hereinafter in this section referred to as the “Board”) to advise the Commission on precautionary labeling for hazardous substances. The Board shall provide scientific and technical advice to the Commission concerning—
proper labeling under sections 1261(p)(1) and 1262(b) of this title, with special attention to—
The Board shall terminate on the date six years after the date it is established under this section.
