Paragraph (1) shall not apply to the extent that— The President shall take all reasonable steps to ensure that aircraft and other equipment made available to foreign countries under this part are used only in ways that are consistent with the purposes for which such equipment was made available. In the reports submitted pursuant to section 2291h(a) of this title, the President shall discuss—
