Funding and conducting surface transportation research and technology transfer activities shall be considered a basic responsibility of the Federal Government when the work—
Consistent with these Federal responsibilities, the Secretary shall—
A surface transportation research program shall include—
The Secretary may carry out research, development, and technology transfer activities with respect to—
The Secretary may carry out research, development, and technology transfer activities related to transportation—
In selecting topics for prize competitions under this paragraph, the Secretary shall—
For each prize competition, the Secretary shall publish a notice on a public website that describes—
An individual or entity may not receive a prize under this paragraph unless the individual or entity—
A participant shall obtain liability insurance or demonstrate financial responsibility, in amounts determined by the Secretary, for claims by—
A judge selected under this subparagraph may not—
Notwithstanding any other provision of law, amounts appropriated for prize awards under this paragraph—
The Secretary may increase the amount of a prize after the initial announcement of the prize under this paragraph if—
A report under this subparagraph shall include, for each prize competition under subparagraph (A)—
To encourage innovative solutions to surface transportation problems and stimulate the deployment of new technology, the Secretary may carry out, on a cost-shared basis, collaborative research and development with—
