The Administrator shall allocate scholarships under this section among institutions of higher education with programs approved under the provisions of this section for the use of individuals accepted into such programs in such manner and according to such plan as will insofar as practicable— The Administrator shall approve a program of any institution of higher education for the purposes of this section only upon application by the institution and only upon his finding—
