Except as provided in subsection (b), after the Convention enters into force for the United States, the following vessels are subject to the requirements of this chapter: Any other vessel when— The following vessels are not subject to the requirements of this chapter: The Administrator may apply any requirement of this chapter to one or more classes of vessels described in paragraph (1)(B), if the head of the Federal department or agency under which those vessels operate concurs in that application. Subparagraph (A) shall not apply to combat-related vessels.
