For purposes of this subchapter— the term “evidence-based” means a program, practice, technology, or equipment that— demonstrates a statistically significant effect on relevant outcomes based on— in the case of technology or equipment, demonstrates that use of the technology or equipment is— consistent with best practices for school security, including—
