The intent of Congress in the definitions as given in this section should be construed from the words or phrases used in the definitions. As used in this chapter: The term “byproduct material” means— any material that— any discrete source of naturally occurring radioactive material, other than source material, that— The term “fusion machine” means a machine that is capable of— The term “precautionary evacuation” means an evacuation of the public within a specified area near a nuclear facility, or the transportation route in the case of an accident involving transportation of source material, special nuclear material, byproduct material, high-level radioactive waste, spent nuclear fuel, or transuranic waste to or from a production or utilization facility, if the evacuation is—
