Establishment of the Cable Security Fleet

A cable vessel is eligible to be included in the Fleet if— the vessel is— the vessel— is not a United States-documented vessel, but— A vessel meets the requirements of this paragraph if— during the period of an Operating Agreement under this chapter that applies to the vessel, the vessel will be— demise chartered to and operated by a person— A vessel meets the requirements of this paragraph if— during the period of an Operating Agreement under this chapter that applies to the vessel, the vessel will be owned and operated by a person that— A vessel meets the requirements of this paragraph if, during the period of an Operating Agreement under this chapter that applies to the vessel, the vessel will be— A cable vessel which the Secretary of the Department in which the Coast Guard is operating determines meets the criteria of subsection (b) of this section but which, on the date of enactment of the Act, is not documented under chapter 121 of this title, shall be eligible for a certificate of inspection if that Secretary determines that— The Secretary of the Department in which the Coast Guard is operating may accept certification from a foreign classification society under subparagraph (A) only— The Secretary, in conjunction with the Operating Agency, may waive the application of the age restriction under subsection (b)(3) if they jointly determine that the waiver—
