(a) The department shall develop a business plan for each statewide commercial project. The plan must contain: (1) an accurate accounting for all project costs, including personnel and overhead costs; and (2) reasonable projections of project income. (b) The director shall review the plan for each project at least annually to assess the overall performance and value of the project. (c) The department may modify a plan as necessary to meet changing conditions.
