(a) Pilotage charges under this chapter do not apply to: (1) a vessel of 20 tons or less; or (2) a vessel that is excepted by a federal statute or regulation. (b) Notwithstanding Subsection (a), pilotage charges under this chapter apply to an autonomous vessel of any gross tonnage.
