(a) The board may inspect the construction of a project any time to assure that: (1) the contractor is substantially complying with the approved engineering plans of the project; and (2) the contractor is constructing the project in accordance with sound engineering principles. (b) Inspection of a project by the board does not subject the state to any civil liability.
