Before setting or amending water quality standards, the commission shall: (1) hold public hearings at which any person may appear and present evidence under oath, pertinent for consideration by the commission; and (2) consult with the executive administrator to insure that the proposed standards are not inconsistent with the objectives of the state water plan.
