(a) A district shall contract, and be contracted with, in the name of the district. (b) A district may purchase property from any other governmental entity by negotiated contract without the necessity of securing appraisals or advertising for bids. (c) A district may use the reverse auction procedure, as defined by Section 2155.062(d), Government Code, for purchasing.
