The district may adopt, amend, and enforce by ordinary civil remedies reasonable rules and regulations: (1) for the administration and operation of the district; (2) for the use, enjoyment, availability, protection, security, and maintenance of the district's properties and facilities; and (3) to provide for public safety and security within the district.
