(a) Notwithstanding Section 11.151(b) or 11.1511(a) or any other provision of this code, if the commissioner appoints a board of managers to govern a school district: (1) the powers of the board of trustees of the district are suspended for the period of the appointment; and (2) the commissioner shall appoint a district superintendent. (b) Notwithstanding any other provision of this code, a board of managers appointed to govern a school district may amend the budget of the district. (c) This chapter applies to a school district governed by a board of managers in the same manner that this chapter applies to any other district.
