INTRA-AGENCY CAREER LADDER

(a) The commissioner or a person designated by the commissioner shall develop an intra-agency career ladder program that addresses opportunities for mobility and advancement for employees within the department. (b) The program must require intra-agency posting of all non-entry-level positions concurrently with public posting.
