(a) This chapter applies to a court in this state, other than the business court, created by the Texas Constitution, by statute, or as authorized by statute that is located in a county with a population of 25,000 or more. (b) To the extent of a conflict between this chapter and a specific provision relating to a court, this chapter controls.
