This subchapter does not apply to or authorize compensation for: (1) the destruction or damaging of standing timber or other property in order to provide a firebreak; (2) the release of water or breach of impoundments in order to reduce pressure or other danger from actual or threatened flood; or (3) contravention of Article I, Section 17, of the Texas Constitution or statutes pertaining to that section.
