(a) An agency shall have a procedure for investigating complaints about the programs funded by a block grant. (b) Before the 31st day after the date on which the complaint is received, the agency shall: (1) complete the investigation; or (2) notify the complainant when the investigation can be completed, if the investigation cannot be completed within the period provided by this subsection.
