(a) The provisions of this chapter providing assistance shall not be construed as vesting a right in the recipient to the assistance. (b) Assistance granted under this chapter is subject to modification or repeal by the legislature, and a recipient has no claim for compensation or otherwise because the law authorizing the assistance is amended or repealed.
