An institution shall provide to each resident the necessary care or service needed to enable the resident to attain and maintain the highest practicable level of physical, emotional, and social well-being, in accordance with: (1) each resident's individual assessment and comprehensive plan of care; and (2) the rules and standards relating to quality of care adopted under this chapter.
