(a) The executive commissioner by rule shall set fees imposed by this chapter in amounts reasonable and necessary to cover the cost of administering this chapter. (b) A fee collected under this chapter shall be deposited in the state treasury to the credit of the general revenue fund. (c) A fee collected under this chapter is nonrefundable.
