(a) If the commission exercises the power to issue permits for solid waste facilities under this subchapter, the commission, to the extent not otherwise provided by this subchapter, shall prescribe: (1) the form of and reasonable requirements for the permit application; and (2) the procedures for processing the application. (b) The commission shall provide a thorough and timely review of and a timely issuance or denial of any permit application for a solid waste management facility.
