Not later than January 1 of each odd-numbered year, the state fire marshal shall: (1) review the effectiveness of this chapter; (2) submit a report to the governor, the lieutenant governor, the speaker of the house of representatives, and the appropriate committees of the legislature on the state fire marshal's administration of this chapter; and (3) make recommendations to improve the effectiveness of this chapter, if appropriate.
