The commissioner shall determine the amount available in the catastrophe reserve trust fund as of December 31 of each year and provide a written report to the governor, lieutenant governor, and speaker of the house of representatives that includes: (1) the amount available in the catastrophe reserve trust fund; and (2) information regarding the current financial condition of the association.
