(a) The pool created under this chapter is not insurance for purposes of the Insurance Code and other laws of this state. (b) The State Board of Insurance has no jurisdiction over the pool or over any other governmental insurance pool created under The Interlocal Cooperation Act (Article 4413(32c), Vernon's Texas Civil Statutes).
