The dissolution of a county ethics commission under this subchapter does not affect: (1) the prior operation of the ethics code adopted by the commission or any prior action taken under it; or (2) any penalty, forfeiture, or punishment incurred for a violation of the ethics code before the effective date of the dissolution.
