(a) Except as provided by Subsection (b), this chapter does not apply to a transaction to which a metal recycler is a party. (b) This chapter applies to a transaction in which a motor vehicle: (1) is sold, transferred, released, or delivered to a metal recycler as a source of used automotive parts; and (2) is used as a source of used automotive parts.
