Each resolution shall contain: (a) A statement of intention to form a district. (b) The boundaries of the district or some other designation of its territorial extent. (c) The name of the district. (d) The time and place for hearing objections to the formation of the district or to its extent. The time of the hearing shall not be less than 30 days after the adoption of the resolution. (e) The name of the newspaper in which the resolution shall be published.
