Idaho carries 0.1% of the nation’s Medicare but has 0.59% of its people. USAspending publishes Medicare in aggregate, and the state it records does not follow where beneficiaries live, so Idaho's residents received far more Medicare than the $1.03B recorded here. The per-person figure above leaves Medicare out for that reason; the total includes it.

Social Security is counted where the people who receive it live; Medicare is not (see its figure above).
