THE DOLE AMENDMENT REPEALS THE WITHHOLDING OF TAX FROM INTEREST AND DIVDIDENDS, AND PROVIDES FOR CARIBBEAN BASIN ECONOMIC RECOVERY, ENTERPRISE ZONES AND INTERNATIONAL TRADE AND INVESTMENT.
