THE MEASURE ALSO LESSENS RESTRICTIONS ON U.S. TECHNOLOGY EXPORTS, LINKS TRADE POLICY WITH INTERNATIONAL EXCHANGE RATES AND THIRD WORLD DEBT, RAISES FUNDS FOR JOB TRAINING AND EDUCATION PROGRAMS, RE-AUTHORIZES THE EXPORT-IMPORT BANK, AND ENLARGES THE PART PLAYED BY THE AGRICULTURE DEPARTMENT IN TRADE MATTERS IMPACTING ON FARMERS.
